Mr. Khalil Ahmed is a senior civil servant of the Government of Pakistan, presently serving in BPS-20 as Joint Secretary in the Secretariat Group. He joined the Civil Service of Pakistan in 2005 as a Section Officer and has since held progressively senior positions across a wide range of Ministries and Divisions. He holds a Master’s degree in Computer Sciences along with professional qualifications namely DHMS and Doctor of Naturopathy.
Over the course of his career, Mr. Khalil Ahmed has managed diverse portfolios spanning parliamentary business, legislative affairs, policy formulation, and governance reforms. He has been instrumental in the drafting and development of landmark laws and policies, including those relating to service matters, financial regulations, and criminal law reforms. His contributions to the IHGO Policy, the revision of EURA, and the SOPs on Red Notices are widely recognized as milestones in his professional career.
He has undergone specialized training at leading national and international institutions, enhancing his capacity to promote good governance, institutional strengthening, and policy innovation.
Mr. Khalil Ahmed has also played a pivotal role in high-level national assignments. While serving in the Prime Minister’s Office, he provided critical policy and legal support on matters relating to civil service reforms, governance, and service management. During the COVID-19 pandemic, he was entrusted with sensitive responsibilities in the health sector, where he contributed as part of the government’s core team managing the national response to the crisis.
On the international front, Mr. Khalil Ahmed represented Pakistan with distinction as a senior member of the United Nations Peacekeeping Mission in East Timor (2011), further broadening his global exposure and professional credentials.
At present, he is serving in the energy sector under the Petroleum Division, where he brings his extensive administrative, legal, and policy expertise to improve governance and institutional performance. As an ex officio Director on the Boards of GHPL and PSOCL-Renewable Energy Limited, he contributes to strategic decision-making, sectoral reforms, and oversight of corporate governance.
