Ms. Saira Najeeb Ahmed is a seasoned public sector leader with extensive expertise in public finance, energy policy, international trade, and regulatory affairs. She currently serves as Additional Finance Secretary (External Finance) at the Ministry of Finance in Islamabad.
Ms. Saira Najeeb Ahmed brings over two decades of experience in government roles focused on finance, energy, and commerce. Previously, as Joint Secretary in the Petroleum Division she managed international joint ventures and also served as Director General for Petroleum Concessions. She has also held the position of Director General for Coordination and Implementation at the National Electric Power Regulatory Authority. Her career also includes key roles in the Ministry of Finance as Joint Secretary for External Finance Policy, Internal Finance and Banking, and Joint Secretary to the Finance Minister. She also served as Director for Dasu Hydropower Project at WAPDA. Her experience also includes working as Director for Commerce Minister’s Office in Ministry of Commerce
Internationally, Ms. Saira served as Commercial Counsellor at the High Commission for Pakistan in London, represented the government on the ECO Trade and Development Bank in Turkey and as Director at SAARC Development Fund in Bhutan. Throughout her career, she has represented Pakistan at international fora, contributed to public policy development, and has participated in high-level boards and trainings worldwide.
Ms. Saira Najeeb Ahmed holds an MSc in Finance and Financial Law with merit from the School of Oriental and African Studies at the University of London. She also earned a Bachelor of Arts in Economics and English Literature from FG Postgraduate College for Women in Rawalpindi, Pakistan.
